The Clark County Soil and Water Conservation District (SWCD) was organized by landowners in 1944 and is a legal subdivision of the State of Indiana established by the Indiana Soil Conservation Act of 1937.

The District is managed by a board of five supervisors, who are Clark County residents familiar with the conservation needs and opportunities in the county. Three of the supervisors are elected by land users in the District, and two are appointed by the State Soil and Water Conservation Committee upon recommendation of local leaders. District supervisors coordinate technical and financial assistance for conservation programs on the 245,000 acres -- cities, towns, and agricultural lands -- in Clark County. The District does not have power of eminent domain nor power to tax or bond.

DISTRICT POLICY

The District will provide a progressive program of service to individual landowners, operators, homeowners, organizations, agencies and units of government. We will strive to meet their current needs and to provide the long-term direction needed for conservation efforts in the future.

District program planning and implementation will be based on local needs that are identified and prioritized by the District Board of Supervisors and staff, local stakeholders and conservation partners.

The District will utilize committees comprised of interested citizens, district board members and staff and conservation partners to implement strategies and to develop innovative programs to address priority issues.

The District will encourage broader understanding of eveyone's dependence upon soil, water and related resources. We will secure and effectively coordinate services and funds available from local, state and federal agencies and from private organizations and groups.

District activities and programs will be made available to all citizens, regardless of race, color, religion, gender, national origin, marital status or disability.
